Windows 7 desktop icons keep flickering




















I have looked into and tried to change the resolution and refresh rate for the monitor but the local computer won't see above 60Hz refresh rate. I think this could either be that the desktop keeps refreshing or is out of sync with the refresh rate on the monitor, or maybe that the server keeps disconnecting with the central file server or maybe that the computer is too old for the monitor. Do you think i'm on the right track? If is at the desktop level, does this occur in safe mode in diagnostic startup mode?
